A primary responsibility of the Federal Reserve Bank of Boston's Analytics Unit in the Supervision, Regulation and Credit Department is processing applications and notices that are submitted to the Federal Reserve System pursuant to the Bank Holding Company Act of 1956, as amended, and the Federal Reserve Act.  Information concerning current applications and notices, comment periods, how to submit a comment to the Federal Reserve System, applications approved by the Federal Reserve Bank of Boston, and how to request a copy of any application filed in the First Federal Reserve District is provided here.

Board of Governors' H.2A (applications received) offsite
The Board of Governors' Web site has an online notice of formations and mergers of, and acquisitions by, bank holding companies, and changes in bank control.  The H.2A report provides a list of companies and individuals seeking System approval to acquire a bank holding company, a bank, or a nonbanking company in a transaction that is subject to the Bank Holding Company Act of 1956 (12 U.S.C. 1841 et seq.), the Change in Bank Control Act (12 U.S.C. 1817 (j)), Regulation Y (12 CFR Part 225), or other applicable statutes and regulations.  The H.2A lists the end of the Federal Register comment period for each filing.  This report is posted each Friday, is updated at least every three days, and can be searched for filings received by this, or any other, Federal Reserve Bank.


Board of Governors - Actions and Applications (H.2) offsite
This page provides links to the H.2 reports concerning the actions of the Board of Governors, its staff, and the Federal Reserve Banks.  The report also lists the applications received by each Federal Reserve Bank during the week, as well as Community Reinvestment Act ratings issued and examinations scheduled.  The H.2 report is updated every Monday.

Please be advised that there may be a photocopying fee for each copy provided.

In order for the Reserve Bank to fulfill any request for copies, the following information MUST be provided in any telephonic message or written request: your name, address, telephone number, and the application of which you are requesting a copy.  Written requests may be submitted via facsimile, at 617-973-3219.  For any request that is made via telephone, a written request must subsequently be forwarded to the above address or faxed to the Reserve Bank.

The Freedom of Information Act (FOIA), 5 U.S.C. § 552, generally provides that any person has a right of access to federal agency records, unless the records (or any portion of the records) are protected from disclosure by one of FOIA's nine exemptions or by one of three special law enforcement record exclusions.

Public Meeting Transcripts offsite
The Federal Reserve Board occasionally conducts meetings to collect information on factors it is required to consider, under the Bank Holding Company Act, to decide proposed mergers and acquisitions involving bank holding companies. The factors are the effects of the proposal on the financial and managerial resources and future prospects of the companies and banks involved in the proposal, competition in the relevant markets, and the convenience and needs of the communities to be served. Transcripts and exhibits are presented by speaker panel; each day's transcript and exhibits are also presented in their entirety after the last panel of each day.
