Foreclosure
Conference 
In 2008, foreclosure deeds totaled nearly 13,000 in Massachusetts, an increase of 400% since 2006. While foreclosures have affected all regions of the state, they have been disproportionately concentrated
in low and moderate income neighborhoods.
Local, state, and federal governments have launched a variety of programs and initiatives to reduce
foreclosures and stabilize neighborhoods impacted by foreclosed properties. Most recently, President
Obama announced a broad-based plan to assist seven to nine million homeowners across the country.
This conference will focus on implementation of these initiatives at the local level. What strategies have
been effective? What more needs to be done to stem the tide of foreclosures? The conference is geared
towards a wide audience including municipal officials, housing counselors, lenders, community-based
developers, advocates, practitioners, policy makers, and others.

Revisiting the CRA: A Policy Discussion
With the current financial crisis providing strong impetus for regulatory reform, a re-examination of the CRA seems both appropriate and likely. A joint publication of the Federal Reserve Banks of Boston and San Francisco, Revisiting the CRA: Perspectives on the Future of the Community Reinvestment Act is a timely publication intended to help frame and inform the current debate about the future of the CRA. In concert with the release of the publication, a lively discussion was held where many authors and discussants shared their views at this event on February 24, 2009 in Washington, DC.

This conference was sponsored by the Federal Reserve Bank of Boston, Massachusetts State Treasurer Timothy P. Cahill, and the Pension Funds & Urban Revitalization Initiative of the Labor & Worklife Program at Harvard Law School. New England pension fund leaders and other stakeholders from across the region came together to discuss whether investing in the emerging domestic markets can work in smaller cities in New England.

Sunshine Provision Training Seminar on Disclosure
and Reporting of CRA-Related Agreements
The
final rule to implement the CRA sunshine provision
became effective on April 1, 2001. This provision
requires nongovernmental entities of persons and
insured depository institutions and their affiliates
that are parties to certain CRA agreements to
make those agreements available to the public
and to appropriate agencies. The training provided
an overview of the provision and its potential
impact on individual organizations. The training
was held on June 6 in Boston, June 19 in Rhode
Island, and on July 18 in White River Junction,
Vermont.

Boston Home Purchase Process Initiative
In 1996 the Federal Reserve Bank of Boston sponsored
the Greater Boston Home Purchase Process Initiative.
This project partnered the Reserve Bank with home
purchase industry professionals, such as realtors,
mortgage lenders, home appraisers, and insurance
company representatives to identify barriers to
homeownership faced by lower-income and minority
home buyers.
